The rail in poker refers to the rim of the poker table or a physical barrier that separates the players from the viewers. This enables people who aren’t actively participating in the game to watch up close without disturbing the players.

Rail Poker Example:

In many live poker tournaments, viewers and players who bust out and “go to the rail” can stay in this area, observe the game, and socialize. Those who spend a lot of time in this area are also commonly called railbirds.
