An open shove in poker is going all-in as the first player to raise preflop. 

Open Shove Poker Example:

Open shoving is fairly common in poker tournaments. For example, shortstacked players in a Sit & Go poker tournament will often open shove with the goal of getting called by a player with a weaker hand or making everyone fold.
